It’s often performed after a feasibility study and before or during construction.

A feasibility study determines whether a proposed hotel project is financially viable based on market demand and projected performance. A development review comes later in the process and evaluates whether the actual design, budget, and construction plans are consistent with those feasibility assumptions — checking that what’s being built will deliver the performance the feasibility study projected.

A development review is most valuable at the schematic design or design development stage, before construction documents are finalized and significant capital is committed.
